Why this matters
Every other scanner grades sites that already have WebMCP and returns a blank grade for everyone else. That blank grade is the entire market — 99.9% of the web exposes no tools at all. We turn the blank into a to-do list.
Origin-Agent-Cluster: ?0 disables WebMCP for the entire origin. It does not matter how well the HTML is annotated.
